Blue Mountain Translator District is issuing two RFP’s in February 2020 to assist with implementation of provisions of Oregon Senate Bill 394 regarding the creation of a noncommercial TV station in northeast Oregon (Strategic Plan Here). In accordance with ORS 279.065, BMTD is issuing this RFP under the Oregon Attorney General’s Model Rules General Provisions Related to Public Contracting (Oregon Administrative Rules Chapter 137 Division 46). RFP Templates are provided by the Oregon Department of Administrative Services.

RFP 2020-1: Sponsor Recruitment and Ad Sales (PDF)

BMTD is a special district serving Baker and Union Counties in northeast Oregon. The district has primarily operated TV translators bringing channels from Portland and Boise to the region to view with an antenna. In 2020, BMTD is launching a local noncommercial TV station that will be broadcast over the air and streamed online.

Station operations will be supported by donations and underwriting. BMTD needs a partner with a pedigree in advertising sales to recruit sponsors who will receive enhanced recognition in District broadcasts. The ideal partner has a pedigree in ad sales, primarily for broadcast, with a client base focused in descending order on northeast Oregon; Treasure Valley and southeast Washington; Oregon; and the wider Pacific Northwest region.

A secondary goal of this RFP is to create enhanced recognition media for sponsors that will be incorporated into channel broadcasts. An advertising firm that possesses media production capabilities may incorporate media production into their proposal. Alternatively, an advertising firm may present a joint bid with a media production company for sponsor recruitment and media production.

RFP 2020-2: OTT Streaming (PDF)

BMTD is a special district serving Baker and Union Counties in northeast Oregon. In 2020, BMTD is launching a local noncommercial TV station that will be broadcast over the air and streamed online.

The District needs a partner firm that can create a web streaming version of a continuous content feed delivered to viewers Over-The-Top. BMTD prefers a partner with a pedigree in creating OTT streams of Public, Educational, and Government access channels. Features for this RFP include:

  • The ability to use equipment and online components to distribute content via alternative methods, including OTA broadcast, cable TV, and additional online platforms.
  • The restriction of access to content for viewers who have paid a service charge to BMTD.
  • The ability to distribute multiple live feeds of continuous content.
  • The ability to maintain online archives of content for on-demand viewing.
  • The creation and maintenance of applications to view live video streams and archived content on additional platforms besides a web browser, including smart TV’s and mobile devices.
  • Methods for syndicating content procured by the District, as well as for receiving syndicated content distributed by other TV stations and content creators.
  • Integrated closed captioning capabilities.
